San Bernardino County supervisors unanimously approved a $28 million conditional commitment toward Legacy Village, a mixed-use housing development planned next to San Bernardino Valley College, which serves Rialto students.

The Board of Supervisors voted Oct. 20 to back the project with money from the county's Foster Youth Campus Reserve, according to the county. The San Bernardino Community College District (SBCCD) will lead the development. San Bernardino Valley College's service area includes Rialto, Colton, Highland, Loma Linda and Grand Terrace, according to the district.

Legacy Village would include 88 affordable housing units built by Jamboree Housing Corporation, 180 workforce housing units and 461 student housing beds developed by The Annex Group, LLC. The development would also feature about 9,100 square feet of flexible space for food services and roughly 9,280 square feet for conferences and community meetings.

The project would potentially serve transitional-age former foster youth. It also aims to connect residents with childcare, transportation, and health and behavioral health services, the county said.

"Having a stable place to live can make the difference between putting college on hold and earning a degree that changes a family's future," said Dr. Diana Z. Rodriguez, SBCCD chancellor.

Board Chairman Dawn Rowe, the Third District supervisor, said expanding affordable housing access for transitional-age youth supports their stability and long-term success. Fifth District Supervisor Joe Baca, Jr. called the project an investment in the county's youth and workforce, saying it would connect young people with education and support toward self-sufficiency.

County Chief Executive Officer Luther Snoke called Legacy Village a demonstration of partnerships addressing community needs.

The county stressed that the Oct. 20 resolution does not guarantee funding. The total cost of Legacy Village and other funding sources beyond the county's $28 million conditional commitment have not been disclosed. No construction timeline has been announced.

Any financial agreement tied to Legacy Village will require a separate board vote at a future meeting, according to the Fifth District supervisor's office.
